I am wanting to open my own Daycare in the State of Illinois and I was wondering if the online College Penn Foster would be acceptable to Illinois regulations? Would that qualify me?

You need to see what Illinois regulations are. Do you have to have a 2 yr Associates Degree? Does Penn Foster offer the program you are considering as a diploma or certificate. Many of their programs are not considered "college" material and are not transferable, so you really have to be careful.

Penn Foster
This is what it says for the regulations.. I'm not sure if Penn Foster would qualify with this or not??
Must be at least 19 and have a high school diploma or equivalency certificate (GED) and 60 semester hours of credit from an accredited college or university, including 6 semester hours in courses directly related to child care and/or child development (birth to 6 years) or 1 year (1560 clock hours) child development experience in a nursery school, kindergarten or licensed day care center and 30 semester hours of credits from an accredited college or university, including 6 semester hours in courses directly related to child care and/or child development or a Child Development Associate credential.

Those are the requirements for opening a home daycare?
Those requirements seem very strict. Are those the requirements to open a home daycare? I really dont know much about Penn Foster. I would call your Licensing Agency and check with them. If they require college credits that is not the same as clock hours which is what earning a CDA requires (I think 90 clock hours for a CDA). Sorry I wasn't more help.
